Oral Hearing for the Dublin Waste to Energy Project

Day 4: Tuesday 24th April

Today at the oral hearing, Dublin City Council witnesses continued to read in their briefs of evidence. In accordance with the decision made by the Inspector yesterday, the witnesses read in their briefs without cross examination. The Inspector indicated that the hearing will be adjourned following Thursday’s session and is expected to reconvene on Tuesday the 15th of May (date and venue to be confirmed by An Bord Pleanala). More details on the hearing’s new schedule will be posted on this site as it becomes known.

The witnesses presenting evidence today were Mr. Jan Fritzdal of Friis & Moltke Architects, who was giving evidence on the architectural design of the proposed facility. Mr. Olivier Gaillot of RPS Consulting Engineers presented evidence on the feasibility of district heating for Dublin City. Ms. Ria Lyden of Arup Consulting followed Mr. Gaillot in giving evidence on the matter of Construction and Decommissioning of the proposed facility. Mr. Claus Norgaard of DONG Energy (previously Elsam) presented evidence on the technical design of the proposed facility and gave a description of the overall process. Mr Nogaard also presented evidence on the selection of the cooling water system and process residues. Mr. Con Coll of Dublin City Council presented evidence on Community Gain which was followed by evidence from Ms. Marie Hunt of CBRE on the property values. Mr. Christy O’Sullivan of ITLP presented evidence on the traffic modeling and traffic predictions. Finally, Mr. Thomas Burns of Brady, Shipman, Martin presented evidence on landscape and visual impacts.

The hearing concluded at 17:30 today, ahead of tonight’s evening session which is taking place from 18:00 - 21:00. Members of the public are invited to come along to Croke Park tonight as this is the only planned session to be held outside of normal business hours. Following tonight’s session, the hearing will recommence tomorrow morning at 10:00.
