  1. When and where will the hearing take place?
    • The oral hearing for the Dublin Waste to Energy Project will take place on Thursday 19th of April 2007, at 11am in the Hogan Suite of the Conference Centre at Croke Park, Dublin 3. The hearing is provisionally scheduled to run from Thursday 19th until Thursday 26th inclusive, however it is possible that the hearing could continue on past this date.   4. What is an oral hearing?
    • When dealing with a complex case, An Bord Pleanala will call for an oral hearing to be held. It is presided over by an Inspector from the office of the Board and it allows the applicant and other interested parties to voice their opinions on the proposed development in question. When it is complete, the Inspector completes a report for the Board which includes a recommendation by himself / herself.   5. How does an oral hearing work?
    • The oral hearing will be chaired by the Inspector who is appointed by An Bord Pleanala. The running order of events will be set out by the Inspector on the first day of the hearing. The hearings have no fixed time limits and will run until the Inspector is satisfied with the material she or he has heard. The Inspector must then compile a report complete with a recommendation and submit it to the Board so that they can make a decision on the matter. Importantly, An Bord Pleanala is not obliged to uphold the Inspectors recommendation.
  6. What is An Bord Pleanala?
    • An Bord Pleanala are The National Planning Board of Ireland and they are charged with the determination of appeals and certain other major planning matters within the State. Within their remit, is the power to approve or deny any major infrastructural projects that is proposed by a local authority. Click here for more information on An Bord Pleanala.
  7. What decisions can be made by An Bord Pleanala?
    • An Bord Pleanala will return one of three possible decisions on the project application. They can grant permission without conditions, grant permission with conditions or refuse permission for specified reasons.
