Scoping Sessions

Scoping Session 1 - Community Gain

The scoping process can be undertaken at the beginning of the preparation of the EIS. The aim of scoping is to identify the main issues that are likely to be important during the Environmental Impact Assessment.

The first scoping session was held on 26th November 2005 and introduced the topic of Community Gain.  It is Government policy that in an area where major waste infrastructure is to be located, the community should gain by getting needed facilities that would not otherwise be provided by central or local government.  Dublin City Council commissioned an independent consultant team TNS MRBI and an independent social economist to undertake a survey of residents in the Ringsend, Irishtown and Sandymount communities. A representative of TNS MRBI gave a presentation, which outlined when this survey would be taking place, how it would be undertaken and what they hoped to achieve.

Scoping Session 2 - Traffic and Transport

The second scoping session was held on 25th February 2006 and while traffic and transport was the primary topic considered on the day, a number of other topics were also highlighted.  The issue of the potential traffic impact of the plant has always been a big concern for the local community.  An information session on the traffic baseline information was held in April 2004.  This latest session provided updated information to the public on the number of truck movements that would be likely to occur and on how the delivery of waste into the plant could potentially be managed to reduce potential negative impacts.  However, this is an issue that will be dealt with more fully as part of the EIS.  In addition to a presentation about traffic and transport, the community was also introduced to Trutz Haase, the independent consultant who has been appointed to profile the community infrastructure of the area and to Jens Kragholm of Elsam.  A representative of Arup Consulting Engineers, Joyanne Manning, the consultants who have been appointed by Elsam to co-ordinate the EIS was also on hand to give a broad overview of the topics that will be covered in the EIS.
