Community Open Day planned for Saturday 17th January 2009

Dublin City Council notes the decision of the Environmental Protection Agency to grant a waste licence for the proposed Waste to Energy Plant at Poolbeg subject to 12 sets of conditions including 216 individual conditions. These conditions will now be examined in detail with the service provider. Work on the project will not start for some time.

In the intervening period the City Council will further examine issues in relation to Community Gain and Monitoring of the Facility on behalf of the Community by Independent Experts. The City Council will engage with local community groups in this regard and an open day will be arranged in the local community on the 17th January 2009.

PUBLIC WELCOME TO ATTEND DUBLIN WASTE TO ENERGY PLANT OPEN DAY

Thursday 27th March: Dublin City Council and its joint venture partners in Dublin Waste to Energy Ltd, Covanta Energy USA and Dong Energy Generation, Denmark (DEG) will hold an Open Day on Saturday 29th March at Clanna Gael Fontenoy GAA Club, Sean Moore Road, Dublin 4 from noon to 4pm. Members of the public are welcome to come and meet the Project Team and get up to date information on the project.

The Environmental Protection Agency (EPA) will hold an oral hearing on the proposed licence next month, beginning on 14th April in Gresham Hotel. In November 2007 An Bord Pleanála granted planning permission for a 600,000 tonne per year waste to energy plant and a proposed decision on a waste licence application was made by the EPA.

“The Open Day format is ideal for providing people with an opportunity to talk with individual members of the Project Team and ask any queries they may have about the plant” says Matt Twomey, Assistant City Manager, Dublin City Council.

“As part of An Bord Pleanála’s planning approval, a Community Liaison Committee will be established to liaise between Dublin City Council and the local community. It will monitor the plant and distribute a Community Gain Fund consisting of a lump sum of approximately €8 million and €500,000 per annum for the operational period i.e., 25 years; making a total of €20 million approximately.

The plant will generate energy from 600,000 tonnes of household and municipal waste that would otherwise go to landfill and will generate enough energy for 50,000 homes annually as well as district heating for a further 60,000 homes.

Recycling levels in the Dublin Region have risen to 40%, with source separation of household waste provided through the green bin system and the proliferation of bottle banks and recycling centres provided by the four Dublin local authorities. The local authorities recently varied the Dublin Waste Plan to ensure its ambitious recycling targets of 59% are met. The collection of household waste from single dwelling households will be carried out by the Local Authorities or the Local Authorities will make arrangements by way of a public tendering process for the collection of such household waste (which may be on a geographical or area basis). On behalf of the four local authorities, Dublin City Council is now reviewing the waste permits for the 100 or so companies who collect household waste in the Dublin region. At the end of this process, residents in the four local authority areas will be informed of any proposed changes to their current arrangements.

What is the Dublin Waste to Energy Project?

Dublin City Council (acting on behalf of the four Dublin local Authorities) is proposing to provide a thermal treatment plant to treat up to 25% of household and commercial waste that cannot be reused or recycled. This project is known as the 'Dublin Waste to Energy Project' and is part of the implementation of the Integrated Waste Management Plan for the region, which also allows for 59% recycling and 16% landfill.
